About the project

The Ministry of Climate announced in a statement that a competition for the green-blue infrastructure will be opened in June. It is part of a project called City with Climate, and its beneficiaries can be urban communes in two categories: up to 100,000 inhabitants and over 100,000 inhabitants. In order to win the money, local government units must have a project ready to be implemented, which will allow the city to adapt better to climate change.

What is meant by green-blue infrastructure? The Ministry explains that, in the first place, it wants to reward projects that combine shaping urban greenery and rainwater management. It is therefore concerned, among other things, with the elimination of water-impermeable surfaces and the development of green areas in cities. It is no coincidence that the project is addressed to cities – they have a serious problem with retaining water, for example from rainfall.

The National Environmental Protection and Water Management has reserved 10 million PLN for this purpose. This is not much when you consider that Poland is already suffering from a water deficit and may soon be facing the worst drought in over a hundred years. It is comforting to know that the Ministry is calling the competition a pilot and, if it attracts interest, it may be repeated in the following years. It remains to be hoped that the project budget will be larger in the future.

Participants in the programme can receive grants of up to a maximum of 50 per cent of eligible costs, but no more than 1 million PLN per investment. This will certainly not improve the situation even in smaller towns. Meanwhile, the Ministry writes in its announcement about „supporting cities on their way to transformation towards climate neutrality and climate resilience”. To achieve such resilience, billions of zloty and a really well thought-out strategy are needed.

Financing

The commune of Pobiedziska received funding in the amount of 3,551,375.90 PLN  for the project GREEN-BLUE POBIEDZISKA.

The Ministry of Climate and Environment, in its role as Operator of the Environment, Energy and Climate Change Programme, co-financed by the European Economic Area Financial Mechanism 2014-2021, has decided to award funding to 19 projects submitted in the competition „Implementation of green-blue infrastructure investments in cities”. The Pobiedziska commune was ranked 4th on the ranking list, with a grant amount of 3,551,375.90 PLN.

The competition attracted remarkable attention from applicants. In the call for green-blue investments, 91 applications were submitted for a total amount of 127.4 million EUR, which means that the allocation was exceeded almost 5.5 times. 84 projects were submitted for merit evaluation carried out by independent experts as part the of green-blue investments. The ranking list prepared as a result of the application assessment was discussed and recommended by the Project Selection Committee. The Committee took place on 18 June this year. By the decision of Mr Adam Guibourgé-Czetwertyński, Undersecretary of State in the Ministry of Climate and the Environment, 19 projects were awarded funding in the area of Climate Change as part of green-blue investments.

Accordingly, the National Fund for Environmental Protection and Water Management in Warsaw will proceed to sign agreements with the beneficiaries.

The comprehensive project submitted to the competition by the Pobiedziska commune includes both adaptation, mitigation, educational and information activities. The educational activities focus on climate change and the promotion of good practices in this area. Through the implementation of tasks affecting the increase of water-permeable surfaces, rainwater management and planting, the resilience to negative impacts resulting from climate change of the commune will be increased.

The project includes

ADAPTATION ACTIONS:

• from the field of green infrastructure – creation of a system of urban greenery ( greenery planting, rain gardens,) from the field of blue infrastructure water management, restoration and use of permeable surfaces.

MITIGATION ACTIONS:

• promotion of cycling as an alternative to motor vehicle travel, creation of infrastructure in the form of bicycle stands and promotion of this type of transport in competitions, use of RES in the form of solar lamps for lighting and supplementation of created green areas.

EDUCATION AND INFORMATION ACTIONS:

• improving knowledge on climate change through a website, the Pobiedziska Bulletin, activation activities, competitions, trainings and workshops.

The aim of the project is to increase the resilience of the Pobiedziska commune to climate change through the implementation of green-blue infrastructure investments and the improvement of environmental awareness and behaviour among inhabitants to more friendly ones.

The tasks included in the project are: DEVELOPMENT OF THE AREA AROUND MAŁE LAKE IN POBIEDZISKA, CREATION OF A CITY PARK, CREATION OF A „TODDLER” PARK.

• connecting the „promenade” with Kostrzynska Street and the City Park,
• introducing elements of greening in the built-up areas by planting greenery and creating a community garden to provide educational activities for children, teenagers and the elderly people,
• creating eco-friendly alternatives to motor vehicle travel through the construction of a pedestrian and bicycle path and an educational path,
• increasing energy efficiency and the share of renewable energy sources used for lighting by installing solar lighting at the pedestrian zone linking the 'promenade’ with Kostrzyńska Street,

The project will be realised with the substantive support of a Norwegian partner with whom a letter of intent has been signed.
